Why is My Computer Overheating and Shutting Down Randomly?

I’ve noticed that my fans are spinning at maximum speed even when I’m just browsing the web, and eventually, the system just cuts to a black screen. I am worried about computer overheating because the underside of the chassis feels extremely hot to the touch. Could this be caused by dried-out thermal paste or just dust buildup in the heatsink? I really need a solution before any permanent hardware damage occurs.
