I want to know when does Spotify Wrapped come out each year and how I can access it in the app. Does Spotify announce an exact release date, or does it change every year?

From my experience, it’s almost always early December. I’ve never seen it drop later than that. I just open the app one day and boom, Wrapped banner everywhere. If you don’t see it, updating the app usually fixes it. Desktop is pretty useless for this.
